Vision
We envision a Pennsylvania where residents do not need to drive in order to thrive. People should not be dependent on a motor vehicle to get to where they need to go, and have multiple safe, accessible and convenient transportation options available to them. In keeping with this, trails, bike lanes, and sidewalks must be connected to each other and to transit in a convenient, safe and intuitive way so that Pennsylvanian’s of all ages and abilities can independently get to their everyday destinations by walking, biking, or using a wheelchair or other micro-mobility device. Some of those trips will be accomplished entirely through on/along-road active mobility; others will connect to trails or transit to reach their destinations.
CAMP coordinates efforts across the state and acts as a rallying voice to improve walking, biking, accessibility, and access to transit at a state level.

CAMP actively pushes for and support legislation that will help Pennsylvania be a leader in active mobility. CAMP also works to defeat legislation that goes against our mission and purpose.
PennDOT Policy and Actions
CAMP works with, advises and advocates directly to PennDOT for our policy priorities, providing input beyond the constrained, invited topics presented through Statewide Pedalcycle and Pedestrian Advisory Committee (PPAC).

CAMP works with, advises and advocates directly to the Governor of Pennsylvania.
Current Priorities
FUNDING
- Fund VRU safety proportionally to percentage of VRU injuries and deaths
- Eliminate local match requirement for distressed/small municipalities for multimodal transportation-related state grants
- Substantially increase state funding for Active Transportation
PLANNING/METRICS
- Adopt the Safe System Approach to Planning and Engineering
- Develop and enact an AT Network Implementation Plan
- Develop and enact a Vision Zero Action Plan
- Adopt a statewide Complete Streets Policy
LEGISLATION
- Legalize parking protected bike lanes and pedestrian plazas
- Update laws related to e-bikes, e-scooters, and related devices to current best practices
- Legalize automated enforcement, such as for speeding and red lights
- Improve legal protections for Vulnerable Road Users
INTERNAL POLICIES AND PRACTICES
- Simplify process for municipalities to lower speed limits
- Update PennDOT guidelines to eliminate exclusive and default use of the 85th Percentile Rule
- Institute education within PennDOT on systemic safety and mode shift
PENNDOT REFORM
- Create full-time Bike/Ped Coordinator positions at all District offices
